As president and general manager of Perspecta Labs, Dr. Petros Mouchtaris delivers the vision and leadership for the company’s trailblazing applied research. 

Leading a self-sustaining research center within Perspecta, Dr. Mouchtaris oversees engineering and applied research to enable government agencies, utilities and commercial enterprises to fully exploit the future of communications, analytics and cybersecurity. Perspecta Labs generates transformative methodologies to fuel solutions for our customers’ unique challenges.

Dr. Mouchtaris is exceptionally qualified, with more than 20 years of experience in research and development both as a technologist and as an executive. Dr. Mouchtaris comes from a position as president of Vencore Labs, which he accepted in 2016. Prior to that role at Vencore Labs, he served as vice president of applied research and played a key role in growing the organization and setting its strategic direction. In particular, Dr. Mouchtaris led the company into the field of advanced security for wireless ad hoc networks and served as principal investigator for various projects funded by two of the organization’s biggest customers, DARPA and CERDEC. His previous roles include assistant vice president of Telcordia Technologies' Network Systems Laboratory, director of Oracle’s product development and technical director at Pacific Bell (now AT&T).

Dr. Mouchtaris has been published extensively in the areas of wireless networks, cybersecurity, voice-over-IP and smart grid security. He is co-author of the book Security for Wireless Ad Hoc Networks. He was elected a Telcordia Fellow in 2011 and was named one of the 25 Most Influential People in Telecom Software by Billing and OSS World.

Dr. Mouchtaris holds a bachelor’s degree in electrical engineering from the National Technical University of Athens, Greece, and both a Master of Science and Ph.D. in electrical engineering from the California Institute of Technology.
