As senior vice president of offerings and solution development for Perspecta, Michael Kirkland leverages crucial insights into our clients’ needs to offer differentiation through innovation, IP/ patents and digital services. 

With an emphasis on technical excellence and innovation, Kirkland enhances and develops next-generation solutions architectures and discriminating capabilities across the company.

Kirkland leads a diverse team of engineers, scientists, mathematicians and technologists across key technical domains including systems engineering and integration, agile engineering, cybersecurity, IT and cloud engineering, data analytics, performance analysis, software design and engineering and mission readiness. The offerings and solution development team generates a fully integrated, industry-leading portfolio of offerings that are repeatable, yet differentiated, solutions aligned to our customers’ goals.

Kirkland applies more than 30 years of experience supporting critical national, defense and federal programs through development, systems integration, systems engineering and operational support. He began his career by developing remote sensing digital Exploitation Systems within Lockheed Martin Missiles and Space. His prior roles as chief engineer within multi-billion dollar, technologically demanding programs include the Mission Integration and Development satellite ground program and National Geospatial-Intelligence Agency GeoScout program. Kirkland has designed and integrated complex, global systems to assist customers in gathering, analyzing and securely distributing critical intelligence data.

Prior to his current position, Kirkland was the senior vice president of the Innovation Group at Vencore and developed their engineering tradecraft state-of-practice, as well as managed Vencore's corporate credentials (CMMI, ISO, FedRAMP, ITIL, Agile). He also led the engineering and research and development organizations for Lockheed Martin’s Information Systems and Global Solutions Intelligence business, which included 4,000 engineers and researchers who supported a portfolio of programs within a $2.5B business. Additionally, Kirkland served as a Lockheed Martin senior fellow and chief technology officer for the intelligence business.

He serves as a member of several federal and industry technical advisory groups, including the Open Geospatial Consortium Technical Committee and the International Council on Systems Engineering Advisory Board, where he contributes to the advancement of tools, standards and techniques as they relate to the ever-evolving needs of our customers.
