Senior Vice President and General Manager, Health Care Group
As senior vice president and general manager of the Health Care Group for Perspecta, William H. Lovell, Jr. leads strategic planning and support for customers by applying a wealth of specialized clinical and business knowledge.
Lovell is an accomplished federal health care executive and financial manager with more than 30 years of experience in business line management, federal program management and financial management, business process re-engineering, business enterprise architecture, health information technology operations, as well as health system performance monitoring and reporting.
Previously, Lovell served as the vice president of federal health care for DXC Technology’s U.S. Public Services. In that role, he engendered successful business outcomes for the U.S. Department of Health and Human Services, including the Centers for Medicare and Medicaid Services, Centers for Disease Control and Prevention and the Food and Drug Administration, as well as the U.S. Department of Veterans Affairs and the Military Health System in the Department of Defense.
Prior to that, Lovell was the vice president for military health and veterans affairs at General Dynamics Information Technology, where he spearheaded growth and delivery of health information technology services, supporting the nation’s two largest health care provider organizations.
Additional positions that furthered Lovell’s authority in the industry include his time as managing director for Health IT at PricewaterhouseCoopers, LLP, director of the Clinical Information Systems Division at Northrop Grumman Information Systems and senior principal at IMS Government Solutions (a wholly-owned subsidiary of IMS Health). He has also held leadership positions within the government, serving on the Nuclear Regulatory Commission in the Office of the Undersecretary of Defense (Comptroller) and with the Office of the Army Surgeon General.
Lovell holds an MBA from Cameron University and a master’s degree in human relations from the University of Oklahoma. He is a licensed CPA in North Dakota, a PMP through the Project Management Institute and a fellow in the American College of Health Care Executives. Lovell has completed Program Management Level-III requirements with the Defense Acquisition University and is currently working toward a post-graduate specialist in education degree with Liberty University.
